    • Thesis Summary: Project planning, resource allocation and resource leveling are of prime importance in a project, since they directly affect the duration and cost of project completion. To maintain competitiveness amongst rivals, optimum or near optimum solutions of resource leveling and resource scheduling problems should be obtained in the planning phase of the project. This thesis intends to find optimum or near optimum solutions for resource leveling in which splitting of activity, crashing of schedule and increase of total duration with penalty are allowed. The main focus of this research is developing a mixed binary integer-programming model for the resource-leveling problem in the construction industry and providing tradeoffs between resource fluctuation costs and project duration within the specified range of a project time-span. Two sets of data were employed in order to evaluate the proposed model by using IBM ILOG CPLEX Optimization Studio: 1. Extension of a previous example in the field of resource fluctuation optimization; 2. Data collected from a case study on a Diesel storage tank construction project. Final results illustrate the capability of the proposed model to enhance multi-resource project scheduling. The results of this thesis make substantial contributions to the research, as well as positive impacts to the industry.
